About the Job
Jurong is a forefront facility for pharmaceutical production and formulation in Singapore, featuring two specialized chemical plants dedicated to API production. Jurong's technological capabilities encompass standard and intricate chemistry processes, including granulation and micronization for finishing product operations. Leveraging decades of experience, Jurong excels in the manufacturing of inhalation and injectable APIs, aligning seamlessly with customer specifications. Beyond manufacturing & operational excellence in manufacturing, our commitment is to protect People via creating Zero Incident Mindset Culture.
The job covers the management and execution of Engineering activities of about 2.5 M€/year and Capex projects baseline of about 1 M€/year currently as well as OPEX spending of about 3 M€/year.
It includes the management of fixed assets and land usage through the site master planning.
The designate is to manage the engineering function, resources and systems to ensure the company maintains a high level of Good Engineering Practice processes at all times that are in line with Company Policies, Regulatory Standards and Statutory guidelines.
Reporting to the Site Head, the job’s holder is a permanent member of the Site management team to plan and execute future direction of the business and to achievement of the company’s Strategic Vision and Mission
The designate requires working closely with other functions to provide a responsive service that meets the needs of the business.
The job’s holder is managing an internal team of about 20 headcount and, in addition, a variable workforce (dependent on projects) of external contractors.
Main Responsibilities:
Provide input and studies to support decision making process with site leadership team and central function
Deciding on the initiation and funding of capital projects
Capital Project delivery model (workforce, study, execution & CQV plan, contracts with 3rd party…) for design to closure
Making decisions on the allocation of the reliability engineering to optimize manufacturing output and maintenance cost
Making decisions on the allocation of the engineering and maintenance budget to various projects and operational needs
Advising on strategies to ensure all engineering, automation & maintenance activities comply with industry regulations & standards
Implementing process improvements to enhance efficiency, safety, and quality within the engineering and maintenance groups
Selection and management of external contractors and suppliers to ensure they meet the company’s standards and requirements
Staffing of site Engineering, Maintenance, Automation and Project teams based on site needs and strategic workforce planning
Site Level Accountabilities:
Participate as a key member of the site +QDCI team by proactively engaging cross functionally to achieve site goals and priorities. Ensure that reporting staff understand the shared accountabilities at department +QDCI team for goals and priorities
Ensure that engineering strategies and processes are in place to meet site objectives and operational needs in terms of cost, quality and delivery targets and which enables the site to achieve manufacturing excellency
Support and facilitate the implementation of the Sanofi Manufacturing System and associated performance improvement initiatives at site level
Champion site energy conservation program through implementing sustainable projects and measures.
Responsible for iWX vendor deliverables as SPOC for integrated facility management
Drive and implement appropriate directions that foster positive safety behavior and wellbeing of the employees in Technical. Ensure compliance of company Life Saving Rules and being proactive in identifying, addressing and resolving issues in a timely manner.
Ensures all engineering projects, initiatives, and processes are driving improvement in quality, cost and delivery, maximizing efficiency, optimizing and driving engineering excellence
Work with the rest of the leadership team to decide which engineering projects are the highest priority against the business targets and which can be executed with the available resource
Ensure that all staff undertake their duties in compliance with company policies and procedures at all times. Take action when necessary to improve performance levels and compliant
Provide leadership, coordination and coaching to the team, ensuring they are trained enabling them to achieve the operational and financial metrics within their areas of responsibility and succeed in their roles
Responsible for positive outcome of GMP and HSE regulatory inspection, self-inspection and other audits
Take ownership of the engineering policy, guidelines and any associated documents
Implement and ensure the preventive and maintenance programs (including plant shutdown) to achieve high overall equipment efficiency for the site.
Manage and maintain an optimum engineering spare parts stock to support the plant operations.
Ensure that the instruments maintenance and calibration programmes are in place and adhere 100% as per the relevant Standard Operating Procedures (SOP).
Deliver a compliance work systems that are robust and all activities are well documented to meet with any internal and external audit requirements. Build a productive engineering team with compliance culture. In particular to take responsibility for coaching, mentoring and development of staff
Ensure root cause analysis for investigation rigor and responsible for timely implementation of CAPA action
Strictly enforce the respect of maintenance tasks schedules. Ensure that the maintenance and calibration records are accurate, available and audit ready.
Plan succession strategy at all levels through talent acquisition, performance management, providing opportunity for high performers, communication of expectation and self-actualization
About You
Minimum of 8 years' experience in plant engineering services, 5 years of which in management position in a chemicals process manufacturing environment.
A sound knowledge of Good Engineering Practice and experience in plant equipment’s technologies, maintenance and operations is necessary.
Experiences in managing project and chemicals plant commission, PMP certification is a plus.
The job position requires a high level of commitment to safe working practices in chemicals process manufacturing industry
Comfort around higher management, manage diversity, sizing people, planning measurement and control, manage difficult conversation, risk taking decision, managerial courage and build inclusivity.
