The Head of Engineering & Projects strategically leads and directs Project Management, Process Engineering, Commissioning & Qualification and Project Controls teams. They will drive improvements and best practices, manage talent recruitment and retention, and be a collaborative partner with customers, E&M, PMO, site leadership and Global Engineering
The role supports both day-to-day manufacturing activities as well as the site’s growth through capital efforts on site; with direct accountability for engineering projects <5MEuro
The role is demanding and will require a strong ability to deal with ambiguity and resolve conflicting agendas to the satisfaction of multiple stakeholders; being customer/people focused is essential

Main Responsibilities:
The incumbent will provide input and studies to support the decision-making process with site leadership, including the Site Master Plan and Risk Register; be a decider for initiation and funding of capital projects (C&M)
The Head of Engineering & Projects will review and challenge the budgets and schedules presented by the team to ensure lean, defensible and accurate information is provided to the steering committees
The role is accountable for the capital project delivery model (workforce, study, execution plan, external contracts, etc.) from design to closure
The Head of Engineering & Projects will advise on all engineering activities to ensure compliance with industry regulations and standards, and act as SME for quality-related discussions during audits/inspections
Working with PMO for robust resource planning of internal and external resources to ensure projects are resourced and skilled to execute on site priorities, including where applicable statements of work and vendor selections; decider on external SOWs and provides input to strategic workforce planning
The Engineering team will lead investigations & develop CAPAs for unplanned disruptions, breakdowns, and deviations; the Head will support where needed
Strong collaboration with Project Management Office, Quality, Reliability, Automation, Maintenance, MSAT, HSE, Operations, Supply Chain & Logistics, Finance and all support functions to achieve deliverables.
Collaborate with Legal and Procurement teams to ensure protections and savings for the Toronto site in contractual relationships with external suppliers
With consideration for efficiency, safety and quality, the Head of Engineering & Projects will lead department continuous improvement initiatives and identify improvement opportunities for critical systems
Represent the assigned Capital Projects and business as needed in various executive/management committees as required.
Participate in applicable COPs and support project lessons learned to share with network
The Head of Engineering & Projects supports the Global Engineering front-end studies and feasibility for Tier 1 and 2 projects, as the primary point of contact at the Toronto site
The Document Control group resides within the organization of the PPC Manager; all site drawings, project drawings, turnover packages, both GxP and non-GxP are managed by this team, including inspection support
Team development, including maintenance of skills matrices, cross functional training initiatives and routine performance review
HSE REQUIREMENT
Supports safety of all employees and contractors
Ensures local regulations are understood and followed on all projects and routine Engineering activities
Ensures collaboration between Engineering and Maintenance for a robust permitting program
Participates in various technical HSE assessments during the project as required; every reasonable precaution is taken to ensure the health and safety of staff and contractors
Participates in the investigation of incidents and work-related illnesses
Responds promptly to all health and safety concerns or incidents and completes the appropriate documentation in a timely manner
Advises staff and/or contractors of any potential or actual health, safety and or environmental hazard of which they are aware
Ensures that protective equipment and clothing required is used by staff
Works within the policies, procedures and regulations as required by the Company and under the Occupational Health and Safety Act.
About You
REQUIREMENTS
Education/Certifications
Bachelor of Engineering preferably in Mechanical, Process or Electrical, or related discipline - required.
PMP, P.Eng or other related certifications - preferred.
Experience
10+ years of relevant experience in executing and managing C&Q, construction, large projects, equipment start-up and commissioning, specifically using risk-based approaches in line with current industry best practices
Demonstrated success leading and coaching technical teams to achieve desired technical results, particularly change management within the C&Q space
Knowledge of GxP facility finishes, process and building control systems
Knowledge of C&Q Lifecycle Approach with understanding of validation using risk-based approach
Knowledge of utility design (WFI, PW, clean steam, plant steam, clean compressed air, etc.)
Knowledge of the pharmaceutical industry including GMP, FDA and regional/country authorities’ guidelines
Working knowledge of unit operations typically used in biotech and vaccine manufacturing, specifically upstream & downstream operations of bulk manufacturing, aseptic formulation, filling, inspection and packaging etc. is desirable
Demonstrated success working across organizations in a highly cross-functional team environment
Competencies
Demonstrated leadership experience of trades, technical staff and people managers
Critical thinking is a must with a strong desire to challenge the status quo
Ability to work in a collaborative shared space in a complex environment where quick thinking and decision making is required
Excellent communication skills (written and verbal) to support interactions with senior leadership, inspectors and external vendors
Strong interpersonal skills with demonstrated stakeholder management, conflict resolution in group dynamic
Strong organizational skills and ability to deal with conflicting priorities
