Main responsibilities职责描述：

• Performs regular safety inspections and assessments to ensure compliance with internal policies and local regulations. Monitors safety performance metrics, analyze health and hygiene data to identify trends and areas for improvement and report findings to SLT and above site senior management. • Ensure the site’s activities compliance to all relevant Health and Hygiene (Biosafety) regulations and standards (local, state, and company). ​确保工厂活动符合所有相关的安全、健康和卫生（生物安全）法规和标准（当地、国家和集团）。
• Develop and implement local policies/procedures related to Safety, Health&Hygiene to manage, prevent and controls workplace hazard risks and main business interruption threats. Create and apply systematic improvements by safety and hygiene standards & requirements in engineering standards.​ 制定和实施与安全和健康相关的工厂/程序，以管理、预防和控制工作场所危害风险和主要业务中断威胁。根据工程标准中的安全和职业卫生标准和安要求建立和应用系统性改进。​
• Conduct risk assessment​ and implement measures​ to mitigate main identified risks (legal, social, reputational) by identifying, assessing, preventing and monitoring the process hazard risks (explosion, fire, accidental releases, potential Health and hygiene hazards…) to ensure safe working conditions and business continuity.  通过识别、评估、预防和监控工艺危害风险（爆炸、火灾、意外泄漏,潜在健康和工业卫生危害……），进行风险评估并实施措施，以减轻主要已识别风险（法律、社会、声誉），确保安全的工作条件和业务连续性。
• Identifies, anticipates, evaluates and controls local processes (manufacturing, control, storing , etc), environmental factors or stresses in the workplace that may cause sickness, impaired health or impact on wellbeing. Lead and monitor the exposure assessment programs (API, CMR,OEB 4 &5, Chemicals handling, biological agents, Noise, Ergonomic, etc) and drive management reviews.​识别、预测、评估和控制可能导致疾病、影响健康或影响健康促进的本地流程（生产、控制、储存等）、环境因素或工作场所压力。领导和监督暴露评估计划（API、CMR、OEB 4 &5、化学品处置、生物制剂、噪音、人体工程学等）并推动管理评审。​
• Lead Safety operational program management: ​ 领导安全运营管理：​
  • General safety & hazardous works management (Fire risk management, work at height, confined spaces, etc) in alignment with Life Saving Rules LSR.​ - 符合救生规则 LSR 的一般安全和危险工作管理（火灾风险管理、高空作业、密闭空间等）。​
  • Contractors' safety management (prevention plan, work permit, …).​ - 承包商的安全管理（预防计划、工作许可证等）。​
  • ATEX & Process safety.​- ATEX 和工艺安全。​
• Leads investigations into accidents, incidents, near-misses and health-related incidents to determine root causes and implement corrective actions to prevent recurrence.​ 领导对事故、事件，险肇事件和健康相关事件的调查，以确定根本原因并实施纠正措施以防止再次发生。​
• Develop and Lead emergency response plans, including procedures for chemical spills, fires, and other emergencies specific to pharmaceutical operations.​ 制定和领导应急响应计划，包括针对化学品泄漏、火灾和其它特定于制药业务的紧急情况的程序。​
• Lead & promote a culture of continuous improvement in safety, health & hygiene practices by providing training, education and/or relevant program to all employees (Machine safety, Fire safety, ATEX, KSE, Anoxia, Health and Hygiene best practices …). Implement new safety, health & hygiene technologies and methodologies to enhance overall safety, health & hygiene performance. ​通过为所有员工提供培训、教育和/或相关计划（机器安全、消防安全、ATEX、KSE、窒息，工业卫生最佳实践等），领导和促进安全和工业卫生实践持续改进的文化。实施新的安全和工业卫生技术和方法，以提高整体安全和工业卫生绩效。​
• Monitor & Communicate safety performance and initiatives to internal and external stakeholders, including employees, regulatory bodies, and the community if relevant.​ 监控并向内部和外部利益相关者（包括员工、监管机构和社区（如果相关））传达安全绩效和举措。​
• Lead and manage the Safety team and Health & Hygiene (Biosafety) team including training, coaching, capabilities developing and performance evaluation which drive an excellence operating mindset (by  implementing Leading safety program, Zero access program, etc).​ 领导和管理安全团队，职业卫生（生物安全）团队，包括培训、指导、能力开发和绩效评估，以推动卓越的运营思维（通过实施领先的安全计划、零进入程序等）。​
• Develop and implement local Health policies and programs to ensure a safe and healthy work environment. Establish and maintain high hygiene standards across the site.​ 制定和实施工厂卫生政策和计划，以确保安全健康的工作环境。在整个工厂建立和维持高工业卫生标准。​
• Oversee Occupational health and hygiene (Biosafety) monitoring programs, including regular health check-ups and occupational health assessments for employees and conduct meeting with the local internal and external stakeholders. • Experience: Minimum 3 years related working experience in HSE management.

• Soft skill:
  • Master level of proficiency in term of Process Safety, Occupational Safety, Health&Hygiene, Chemical Safety and Biosafety.​ 精通工艺安全、职业安全、健康与工业卫生、化学品安全和生物安全。
  • Master level of proficiency in management system, Regulatory knowledge, Matrix management, Problem solving, Project management, striving for results and ability to influence. 精通管理系统、法规知识、矩阵管理、问题解决、项目管理、结果导向和影响能力。
  • ​Intermediate level of proficiency in term of product stewardship.​ 产品管理中级水平。
  • Strong abilities to coach and animate to drive transformation and Safety, Health & Hygiene (Biosafety) performance.​ 具有很强的指导和激励能力，可以推动转型和安全、健康和工业卫生（生物安全）绩效。​
  • Direct management and transversal management skills. Fluent in English, both written and spoken.​ 直接管理和横向管理技能。英语流利，包括书面和口语。

• Education: Bachelor degree education or above, with major on safety, enviroment, electrical, mechanical, chemical, pharmaceutical, chemistry, biological or related.

• Languages: Fluent English with good technical language knowledge.
